FEMA Guidance for Photographing Historic Properties (on FPI site) The printed form of this publication was produced by FEMA to help inspectors, advocates and owners of heritage properties do adequate photo documentation under what is often emergency conditions. The information given here explains a process that is specific to a post-disaster situation, and thus a time when many compromises need to be made. The kind of photo documentation undertaken by HABS/HAER is to a higher standard in terms of equipment, film and processing than much of what is discussed here, but this is based on gaining good quality documentation when large format photographs are simply not possible. It was later expanded by FEMA HQ to include general information on seismic retrofit engineering design procedures. Although it was created to cover both historic and non-historic buildings, the information that it contains on seismic safety and structural engineering modifications to existing buildings pertains to many historical buildings. The general information on structural engineering in this handbook is designed to assist the non-engineer to understand the engineering design process. This material is drawn from FEMA 356 and other FEMA technical documents that are well recognized and accepted as setting the standards in the field of seismic mitigation.
